When testing using a clean install of Windows 7 SP1, Paragon Partition Manager Community Edition 64bit would not install unless the "Convenience rollup update for 圆4 Windows 7 SP1" was first installed. Since El Capitan has the same system requirements as Mavericks, you may instead wish to install El Capitan. You can make a bootable USB flash drive OS X Mavericks installer from your Windows 7 installation. So basically, the USB drive cannot have any high level formatting, the Windows system should detect the drive as "not formatted" for this to work, which it will if prepped right with Diskpart.
